The history of the Kettle Moraine Council in Sheboygan, Wisconsin, spans over 60 years from its early roots in the first Wisconsin troops to its eventual merger into a regional council.
Founding and Early Years
Wisconsin's First Troop (1911): The movement in Sheboygan began on February 21, 1911, when Reverend A. Parker Curtiss founded the first Boy Scout troop in Wisconsin at Grace Episcopal Church. This troop, designated as Troop 1, was reportedly the second troop founded in the entire United States.
Council Formation (1919): Growing interest led to the establishment of the Sheboygan County Council in 1919.
Expansion to Kettle Moraine
Name Change (1935): In 1935, the Sheboygan County Council officially changed its name to the Kettle Moraine Council to better reflect its broader geographical reach.
Camp Rokilio (1924): A cornerstone of the council's history is Camp Rokilio, founded in 1924 on 213 acres near Kiel, Wisconsin. The camp was funded by local service clubs—Rotary, Kiwanis, and Lions—whose names combine to form "Rokilio". It remains active today as a specialized Cub Scout camp.
Merger into Bay-Lakes Council
Consolidation (1973): On July 1, 1973, the Kettle Moraine Council merged with five other Northeast Wisconsin councils to form the Bay-Lakes Council.
Primary Historical Camps Used By Kettle Moraine Council
Camp Rokilio (1924): A cornerstone of the council's history is Camp Rokilio, founded in 1924 on 213 acres near Kiel, Wisconsin. It was originally established by service clubs (Rotary, Kiwanis, Lions, and Optimist) and is currently used as a premier Cub Scout resident camp.
Camp Twin Lakes: Located south of Waupaca, WI, this 425-acre camp was originally used for Cub Scout Day Camp and later became the home of the Twin Lakes Webelos Resident Camp. The council sold the property in 2016.
