1974: From the merger of Shaginappi 61, Sinawa 73, Chequah 194, Wa-Zi-Ya-Ta 233, Day Noomp 244, and Wolverine 501.
2013: Merged with Ag-Im 156 to form Kon Wapos 635.
The Bay-Lakes Council #635 is currently headquartered in Appleton, Wisconsin, has a history rooted in the consolidation of several historic local Scouting organizations.
Formation and Early History
Establishment (1973): The Bay-Lakes Council was officially formed on July 1, 1973.
Major Merger: It was created through the merger of six regional councils in Northeast Wisconsin:
Valley Council: Based in Menasha, which directly connected the council's heritage to the city.
Badger Council: Based in Fond du Lac.
Waumaegesako Council: Based in Manitowoc.
Nicolet Area Council: Based in Green Bay.
Twin Lakes Council: Based in Oshkosh.
Kettle Moraine Council: Based in Sheboygan.
Recent Expansion and Changes
Hiawathaland Addition (2012): The Hiawathaland Council, serving Michigan’s Upper Peninsula, joined the Bay-Lakes Council in 2012.
Boundary Realignment (2025): On January 1, 2025, the Hiawathaland District was transferred from Bay-Lakes to the Michigan Crossroads Council.
Council Heritage and Camps
The council maintains several long-standing camps, some predating the 1973 merger:
Gardner Dam Scout Camp
: Founded in 1932 near White Lake, focused on older Scouts and high-adventure activities.
Camp Rokilio
: Founded in 1924 near Kiel; it became a dedicated Cub Scout camp in the late 1990s.
Bear Paw Scout Camp
: Located in Mountain, WI, it serves as the council's flagship week-long resident camp.
Scout Museum: Bay Lakes Council operates a Scout Museum to preserve the history of its founding councils.
